When a conservative (obedient to official Church teaching) bishop replaces a liberal one, he does, c.f. the Richmond Diocese of Virginia.
From what I’ve read, when they start clarifying Church teaching, abortion is at the top of the list. Illegal immigration is further down. Hopefully they’ll get to it eventually!
