The Pope might be the vicar of Christ on Earth, but he isn't Head of Human Resources for every Diocese. Each Bishop is responsible for the priests, and their activities, in his Diocese. It is the Bishop who would make the decision to de-frock any priest.

Sadly, in Europe, as in some American Dioceses, some of the Bishops who were young priests in the 60s and early 70s had been infected with the virus of liberalism and feminism, and made horrible decisions regarding their priests. Thankfully, near the end of his Papacy, Pope John Paul II appointed some younger Bishops who were not liberals like their older 'brothers'. And Pope Benedict seems to be following that trend.

Some "vicar of Christ." He won't even fire priests who are homosexuals and child abusers? He has the power - and don't tell me he doesn't.

And it would be your pope's prerogative to fire any bishop who allowed this to go on in any diocese...
