The Pope might be the vicar of Christ on Earth, but he isn't Head of Human Resources for every Diocese. Each Bishop is responsible for the priests, and their activities, in his Diocese. It is the Bishop who would make the decision to de-frock any priest

And it would be your pope's prerogative to fire any bishop who allowed this to go on in any diocese...
