From The Arizona Republic: Arizona may not wait for the federal government to finish building a fence along its 370-mile border with Mexico.
A new law that goes into effect July 20 allows the state to build the fence itself, as long as it can raise enough private donations and get permission to build on federal, Indian, and privately owned land along the border.
State Sen. Steve Smith, R-Maricopa, who sponsored the legislation, was meeting with Gov. Jan Brewer's staff Tuesday to discuss logistics.
Speaking in El Paso, Texas, last week President Obama said the border fence is "now basically complete," something Sen. Smith called "an insult and a lie," the Republic reported.

Ah...
Meant to post this! Sorry....
Apparently even Libya has had enough of the toothless and impotent NATO offense and is hoping for some sort of escalation. Reuters reports: “Libya said on Tuesday its forces had hit a NATO warship while it was shelling areas in the western parts of the rebel-held Libyan city of Misrata. Libyan state television said “our forces fired (at warships) and hit one directly and severely”. It gave no further details. It was not immediately possible to verify the report.” It remains to be seen if Nicholas “the people’s liberator” Sarkozy, busy celebrating the recent developments in New York, will take time from his presidential campaign to urge the “marines in the water” to become “boots on the ground.”

Hmmm... maybe I should avoid having children then lol
here's NATO's response (via Reuters):
"It's a totally fabricated allegation," the official said.
"We have checked with our operational headquarters in Naples who have verified that there are no NATO ships close enough to the coast that could be hit by shots fired by pro-Gaddafi forces," he said.

Hmmm. Maybe Libya is lending us offensive forces to drive NATO off of the Arizona border since they were helping the illegals overwhelm the existing government...

Capture insurgents coming across the border and use them to build the wall.. before returning them to Mexico.. But some may/could win the immigration lotto with hard work.. and a security check.. with lie detector test..
Build worker camps.. pay them to build it.. and police the border while they are at it..

Now that I think about it:
1) Why would a NATO warship be close enough to get hit by Gha-daffy’s forces?
2) Does NATO command have the guts to actually shell an urban area, especially if that means getting spotters in nice and close?
3) “We hit the evil crusader ship shelling your fellow civilians” sounds like a good propaganda deal for Gha-daffy et al.

For anyone who doesn’t grant permission, simply build the fence on the next available property to the north. Let the non permission granters experience the full joy of owning land next to an open border.
Then come back in a year or so with another offer to build a fence.
