With pension costs devouring San Jose's budget and many employee unions balking at reducing their perks, San Jose Mayor Chuck Reed on Friday unofficially declared what is believed to be the city's first fiscal state of emergency and said he will take his case to the voters in November.
....A big hang-up is whether the city can change retirement benefits for current employees, something officials in San Jose and other governments say is essential to stabilize costs.
Unions argue that constitutional protections for public employees mean their pensions can't be reduced because they are "vested rights."

What’s the problem? (shrug) Just raise taxes.
Government and its “workers” come before taxpayers.

As the beloved “Reverend” Wright would say: “doz chickins done come home to roost!” But I’ll bet that the beer drinking. sports loving “voters” of Santa Clara County will still want to have the “taxpayers” (whom they probably think are someone other than themselves) pay for a stadium for a private enterprise to have a “new home” for “their team.” Right there a stones throw from the public financed edifice for the San Jose Sharks Hockey team. And shoot, let’s make everyone happy and let the taxpayers build a NASCAR track too while their at it. After all, all of these things are “essential government services.” And of course those lovable public employee unions only want what’s “fair,” only they actually don’t know what “fair” really is. You might want to contemplate that definition the next time you call 911 and you have a crew four show up that’s collecting a combined “fair” income of oh, say $1 million a year. Pogo is alive and well in San Jose and Santa Clara County too.
No problem, they can just keep misappropriating funds from the flood control fund and other “Never gonna need that” accounts.
What could possibly go wrong?
(In the mid 80’s I got to experience the “100 year flood”, TWO years in a row due to their lack of maintaining flood control dams, gates, and channels!)
It all depends on who donates the most to the Democrat party.
