In my state there is a vehicle inspection done (at private garages) annually. They could record the mileage during this process and one could pay the taxes annually.

Of course, this would encourage tampering with odometers, and also could be a burden for people to pay in one lump sum. (There is a reason the gov’t does paycheck withholding.)

Why not put a very large tax on tires instead? You can’t fake tire wear. You can’t put back rubber, at least not on a car tire. Something HAS to be done. Electric cars are getting a free ride, and this unfairness can only get worse.

Right. Anything that involves some kind of “monitoring” of the vehicle through an internal device like the odometer would: (1) encourage tampering, and (2) may be subject to inaccurate readings (variations based on tire size, for example).

The scam is...

one car that sits in your driveway and only gets driven to the gas station and back.

You go home and that gas gets transferred to the car you actually drive....

Great idea. The Cato Institute calls this Reverse Revenue Sharing. The problem is that it leads to competition among states and, thus, to efficient government, which means corrupt politicians and govt unions would never allow it.

I see two possible alternatives here:

1. Higher vehicle registration fees as a source of revenue.

2. More toll roads, along with innovative ways of collecting tolls in a non-intrusive manner.

The general point here is that we're seeing a very important shift in the way governments at all levels here in the U.S. view our highway system . . . from a "public space" model to a "public utility" model. I don't think that's such a bad thing in concept, though I'm adamantly opposed to some of the proposed methods of financing it.

Uhm.......Isn’t that why I’m paying twenty seven cents to the feds for every gallon of diesel I buy, and then twenty six cents to the state, and then six percent sales tax on top of that, which right now is twenty four cents. That’s .77 per gallon in highway and sales tax?

Not just that, but a method of forcing "compliance" is to rig the gas pumps not to dispense gasoline without first adding the milage tax. So if you don't have the device, no gasoline for you.

It would also be a marvelous way to limit how much traveling you get to do... Didn't contribute to the right political party? Oops, we've got no gas for you... Belong to a union, and your dues are all paid up? Take all you want!

When do the waivers begin? Teamsters? Public buses? Taxi drivers? Limo services?

Students? "Green" vehicles? State vehicles? Welfare recipients?

It will be like Obamacare...waivers to as many democrat constituencies as possible.

Why are you paying for travel on private roads not maintained by a state or federal government? Why are you paying for mileage accrued riding around a large ranch or farm? If you drive across multiple states, who gets the revenue? The odometer approach is too simple. It nicks you for driving in areas that the government has no business assessing taxes to support.
