When the PDF file given from WhiteHouse.gov is opened in Adobe Illustrator it shows up in different layers.

The PDF is composed of multiple images. That’s correct. Using a photo editor or PDF viewer of your choice, you can extract this image data, view it, hide it, etc. But these layers, as they’re being called, aren’t layers in the traditional photo-editing sense of the word. They are, quite literally, pieces of image data that have been positioned in a PDF container. They appear as text but also contain glyphs, dots, lines, boxes, squiggles, and random garbage. They’re not combined or merged in any way. Quite simply, they look like they were created programmatically, not by a human.
What’s plausible is that somewhere along the way — from the scanning device to the PDF-creation software, both of which can perform OCR (optical character recognition) — these partial/pseudo-text images were created and saved. What’s not plausible is that the government spent all this time manufacturing Obama’s birth certificate only to commit the laughably rookie mistake of exporting the layers from Photoshop, or whatever photo editing software they are meant to have used. It’s likely that whoever scanned the birth certificate in Hawaii forgot to turn off the OCR setting on the scanner. Let’s leave it at that.

The admin has put out that the COLB was scanned from a book held in the HI dept of health. That explains the dark edge that is an obvious curling down of the page. Some stupid staffer could be used to explain the faked boarder. The layers then can not be explained.

Unfortunately the Nordyke twins also have that same Hospital name listed on their birth certificates. So, we’ll have to let that one go!
This makes ABSOLUTELY NO SENSE AT ALL!
According to their letter, the WH requested two copies of the document; and then Hawaii supplied something. If the thing they supplied was a negative image, and printed on safety paper, then the color of the safety paper would no longer have been green.
The fact is that the WH image looks a lot like the Booth BC image recently circulated. This was also a natural image printed on safety paper. I doubt the Booth BC image was manipulated from a negative.

What if it is deliberate?
I'm no expert on the issues brought up by others regarding "layers' and other inconsistencies in the document. But if true, they are too "amateurish" for someone with the resources of the White House behind them.
So, my question is what if these artifacts are deliberate? The White House has to know the document is going to get intense scrutiny and these things will be revealed.
Perhaps this was done intentionally to keep the controversy alive, the media continuing to ridicule the "birthers" and elements of the Republican party divided.

Yep, it took 2 & 1/2 years to produce a document that could and should have been made public long, long ago. No suspicion here, don't you know it takes everybody over 2 years to produce their birth certificate? Have you ever asked the question why it took Mr. Hussein Obama so long to get this document out in the open, or why, for unknown 'personal' reasons this tightwad, cheap bastard would spend millions of his own dollars trying to keep it secret?
IN any case, "Birther" is an invented word, concocted by liberal character assassins and applied by their goons in the media the way terrorists apply IEDs.
But hey, what does it really matter if a constitutionally unqualified man sits in the White House and destroys our nation day-by-day; why worry about the lies and coverups that helped gain him the Oval Office? Does that mean the released “official” birth certificate has the name the hospital did not have until years later?
