Washington (CNSNews.com) In what the White House calls a push for transparency, a pending executive order would require companies doing business with the federal government to disclose political contributions to independent groups, but would not place the same requirement on public employee unions or federal grant recipients that typically donate to Democrats.
Entitled the Disclosure of Political Spending By Government Contractors, the order would implement parts of the DISCLOSE Act, which failed to get through Congress last year. The legislation sought to restrict campaign speech after the landmark Citizens United vs. Federal Elections Commission U.S. Supreme Court ruling that upheld the right of corporations and unions to donate to campaigns.
White House Press Secretary Jay Carney confirmed Monday that work is underway on the draft order, and linked the move to President Obamas stated commitment to transparency.

The Congress grants the power to make rules to executive agencies like the EPA.
I don't think that is correct. Since it would be an EO and not a law, it only applies to Executive branch agencies. He would simply direct those agencies to not do business with any company that does not report.
It would be up to the company to take it to court as a restraint of trade issue I would guess.
You’re absolutely right; my mistake. I guess that the issue would get to court if a company sued the agency for discrimination or restraint of trade or whatnot, or if someone at an agency was reprimanded or fired for continuing to do business with a company that wasn’t complying with the EO.

Since when does congress or the constitution mean anything to Obama unless it’s to his advantage? They are an afterthought at best. Both are simply barriers he works around, thru, and over at will...just a matter of getting his legal ducks in a row to cover his behind, and then he considers how long it would take in the courts if there were a protest and how much he can get underway til it won’t matter.

Obama is betting that the companies will decide not to contribute to Republicans or to causes that are in direct conflict with their own interests, like Right to Work legislation. I’m betting that the companies are desperate to get rid of Obama as quickly as possible and will donate even more.
