A transcript of one wiretap from the investigation offers a sense of just how commonplace the practice is. In a telephone call, a Bronx police officer told a union delegate that a cousin of the officers boyfriend had received a speeding ticket in Queens.
The delegate assured her that Ill get this taken care of and promised to call two union officials elsewhere who he thought could help, according to the transcript. The delegate added that even in the worst-case scenario if the ticket was not pulled tomorrow there was still hope, the transcript says. Well speak to the officer, the delegate said, and then fix it before trial, O.K.

The department will charge cops internally in all 12 Bronx precincts — and possibly other boroughs — for allegedly helping out friends and family by “losing” paperwork and missing court dates. In turn, parking tickets, moving violations and quality-of-life summonses would be dismissed in court or vanish before ever getting near a judge.
About half of the two dozen targets of the criminal inquiry into ticket fixing are officials with the police unions, a law enforcement official has said. Mr. Mullins said he knows of one phone paid for by the sergeants association that was wiretapped as part of the investigation into ticket fixing.
Mr. Mullins said he wondered how much union business the wiretap picked up.
If theyre up on a wiretap, at what point do they not have the right to listen to union activity? he asked of prosecutors and investigators.

Such a racket. Issue a ticket based on conjured up facts that may or may not violate some ordinance. Then collect the reduced penalty yourself.

This was supposed to have been eliminated with the electronic ticket machines the parking cops have been using the last few years. Once the ticket is started, there is nothing that stop it from being processed, unlike paper which has a terrible habit of getting lost, ripped, poor writing, etc.
Cops, criminals, union thugs, politicians, lawyers - they’re all cut from the same cloth: involved in corruption, and concerned with the interface between law and power. and money.
If there’s an us-versus-them division in society, that would be the other side.

The same thing happened to me in Chicago while on my way to school. The cop took my last two bucks, which was my lunch money for the day. I didn’t eat that day.
