BOVARD: Uncle Sam’s big plans for your hard-earned tax dollars

Congratulations - your tax payment is probably your biggest purchase of the year. The federal tax burden now amounts to more than $20,000 per household, according to Internal Revenue Service data. Your contribution to the Treasury coffers will permit Uncle Sam to bankroll public services such as:

* The subsidy for Amtrak to pay for empty seats on two-day train trips between Minot, N.D., and Wolf Point, Mont.

* Less than a day’s pay for the chief of Fannie Mae, whose defaults have cost taxpayers scores of billions of dollars in recent years.

* Seven AmeriCorps puppet shows for preschool children on the benefits of recycling and compost piles.

* Six repair-shop visits for a new General Motors clunker whose warranty is underwritten by Uncle Sam.

* Foreign ads for American cattle-semen exports, courtesy of the U.S. Department of Agriculture’s Market Access Program.

* Wages for three teenagers in a summer jobs program to distribute leaflets bragging about the local mayor’s achievements.

* A consultant’s study on how a state education bureaucracy can covertly lower the passing score for standardized tests to create the illusion of complying with the No Child Left Behind Act.

* The cost of broadcasting nine Lawrence Welk specials during public-television fundraising drives.

* A Federal Emergency Management Agency flood “insurance” payout to enable a city slicker to rebuild his vacation home in a river flood plain for the third time

* Federal matching funds for a Republican or Democratic presidential campaign to pay for 8,000 bumper stickers or 25,000 buttons.

* Bribes to two Afghan tribal leaders to sway them to publicly endorse an anti-corruption drive.

* A federal grant to hire an extra policeman to write 900 speeding tickets in Boise, Idaho.

Yet when the Times is in the Whitehouse press briefing room, they become quite tame and subdued.

We the public are so easily manipulated. These tax day articles are dusted off every year and tossed to the flock for our attention span of ten minutes.

Lazy journalists with a contempt for the American public is all this stuff is. How about they go to bat for a few of the poor SOB's who were motivated enough to do something about runaway government?

Nah, the press secretary might cut them off from flying with the president or getting seared tuna in wassabi sauce during press briefings.

• $3.6 billion, matching the request, to expand and improve capabilities of the Afghan security forces

• $400 million, as requested, to build the counterinsurgency capabilities of the Pakistani security forces

• Afghanistan: $1.52 billion, $86 million above the request

• West Bank and Gaza: $665 million in bilateral economic, humanitarian, and security assistance for the West Bank and Gaza

• Jordan: $250 million, $250 million above the request, including $100 million for economic and $150 million for security assistance

• Egypt: $360 million, $310 million above the request, including $50 million for economic assistance, $50 million for border security, and $260 million for security assistance

• Pakistan: $1.9 billion, $591 million above the request

• Iraq: $968 million, $336 million above the request

• Oversight: $20 million, $13 million above the request, to expand oversight capacity of the State Department, USAID, and the Special Inspector General for Afghanistan to review programs in Afghanistan, Pakistan and Iraq

• Lebanon: $74 million

• International Food Assistance: $500 million, $200 million above the request, for PL 480 international food assistance to alleviate suffering during the global economic crisis

• Refugee Assistance: $343 million, $50 million above the request, …including humanitarian assistance for Gaza. Funding for the UN Relief and Works Agency programs in the West Bank and Gaza is limited to $119 million (Note: Gaza = Hamas)

• Disaster Assistance: $200 million to avert famines and provide life-saving assistance during natural disasters and for internally displaced people around the world, including Somalia, Zimbabwe, Ethiopia, the Middle East and South Asia

• Peacekeeping: $837 million for United Nations peacekeeping operations, including an expanded mission in the Democratic Republic of the Congo and a new mission in Chad and the Central African Republic

• Department of Justice: $17 million, matching the request, for counter-terrorism activities and to provide training and assistance for the Iraqi criminal justice system

Giving the government more tax dollars to solve a budget problem is like tossing logs on top of a fire to put it out.

The more money government gets, the more it needs.

The only way to stop its appetite is set up a symbolic fire break by cutting off its funds.
