State budget eliminates $10 billion deficit, includes sweeping reforms and efficiencies
Governor Andrew M. Cuomo today announced the passage of the 2011-2012 budget that eliminates a $10 billion deficit. The budget includes historic reforms that redesign state government, create efficiencies through consolidation, cap spending increases for education and Medicaid, and transform the future budgeting process.
The approximately $132.5 billion budget reduces spending overall by more than 2 percent from the previous year, eliminates 3,700 prison beds, establishes Regional Economic Development Councils, brings performance funding to education, redesigns Medicaid, and caps next years education and Medicaid spending.
This budget reaches its fiscal goals with no new taxes and no borrowing, and will also cut the 2012-13 projected budget deficit from $15 billion to about $2 billion. Combined four-year gaps are reduced from $63 billion to less than $10 billion.
Based on preliminary estimates, all funds spending will total approximately $132.5 billion, a decrease of $3.6 billion from the previous year. State operating spending will total $88 billion, an increase of $1.2 billion or 1.4 percent. The budget closes the current gap with $9.3 billion in spending reductions or nearly 90 percent of the plan.
Tonight the Legislature not only passed an on-time budget, but a historic and transformational budget for the people of the state of New York, Governor Cuomo said. This bi-partisan and bi-cameral cooperation will give New Yorkers the good budget they deserve. It was an invaluable public service for the state government to function so well at this difficult time and I especially applaud the leadership of Senate Majority Leader Dean Skelos and Assembly Speaker Sheldon Silver for this demonstration of competence and performance in state government.
Senate Majority Leader Dean G. Skelos said, "This budget is a responsible budget that meets our goals of cutting spending, reducing...

Here in NJ a previous governor floated the idea of requiring saltwater licenses for the Jersey Shore; the idea was quickly beaten down due to the fact that it is too easy to avoid NJ altogether if one wants to fish in the ocean, and the fact that the government doesn’t stock the ocean (the way it does for some bodies of fresh water, which is paid for from the license revenue). NJ does require a regular license in some rivers that feed to the ocean, though they set a boundary below which it isn’t required (it is considered salt water). The problem in NJ is that you can’t eat much of what you catch; the signs warning against it, which were in English when I was younger, are now also in Spanish & Portuguese as well.
Yeah, and the a-hole we have in CT can’t wait to raise taxes.
it turned out to be a one year deal...I bought them for me and my college age kids last year...I know my brother took his family fishing without them...as the DEC did not investigate people giving them a pass for the first year
Great analysis! And I am very surprised Cuomo pulled this off.
Cuomo is positioning as a fiscal conservative in order to run for POTUS in five years. We could see Cuomo vz Christie at some time in the near future.
“Yes, I noticed that, but watch out for a federal license. My friend works for the NY Dept. of Environmental Conservation. He said that the NY saltwater fishing licenses were in lieu of one from the feds. “
From the article at the DEC website it appears Encon is going to set up a registry instead. I think this is what the Feds were originally looking for anyway. This will be in effect a fee-less saltwater license that is being setup.
a Pub would never get away with the words “cap” and “redesign”.....
ROTFLMAO! Yikes, Me too!
(You know they will snap out of reality and into Liberalism)
Anyone thinking that Andy and Pater Familias aren’t watching the polls and are looking for vulnerabilitiues in the haloed one’s reelection?Watching the portrayal of Joe Kennedy on REELZ makes me think that Mario is angling for a chance to land Andy in the WH.
Well, knock me over with a feather.
What I’d really like to see is massive welfare reform.
He could save a bundle there.
What part of ‘land-slide-election’ do these people NOT understand.
It is suggested that another land-slide-election should be implemented.
Are we clear on this crap?
That means YOU need to write a letter to O’Bambi: “Sir, you are out of order. You are respectfully requested to step down.”
You can say other things too - if that floats you boat - but the main thing is: WHAT THE HELL IS GOING ON W/YOUR NEGLECT of the military personell?
Quite frankly, I believe Obambi to be incompetant to carry out Presidential duties. I think his ‘handlers’ schedule these events prior to he having a ‘break’.
