Manchin: Up to 15 Senate Dems in play for killing climate rules
The Hill ^ | 04/01/11 | Andrew Restuccia and Ben Geman

Sen. Joe Manchin (D-W.Va.) is betting that as many as 15 Senate Democrats will back a GOP-led bill that strips EPA’s power to regulate greenhouse-gas emissions.

His estimate of Democratic support is far above what is widely believed and would put the measure — which might receive a Senate vote next week — on the brink of the 60 votes needed or over the top.

Manchin, in a West Virginia radio interview this morning, said he’s urging fellow Democrats to back Senate Minority Leader Mitch McConnell’s (R-Ky.) amendment to small-business legislation.

“Other people might not, but I believe there’ll be 13 to 15 Democrats that will vote for it,” Manchin said on the “Hoppy Kercheval Show.”

McConnell wants to attach Sen. James Inhofe’s (R-Okla.) EPA-blocking measure to the small-business bill. Inhofe’s plan currently has 43 co-sponsors. Manchin is the sole Democratic co-sponsor, but several other centrist Democrats including Ben Nelson (D-Neb.) appear to be in play.

However, several Democrats are offering alternative amendments that would limit or delay EPA’s rules without killing the agency’s authority to regulate greenhouse gases. These measures will likely draw Democratic backing away from the GOP plan, although all the measures face very high hurdles to adoption.

Manchin, who faces reelection in 2012, said on the program that he is “working” on other Democrats to join him in support of the McConnell plan.

“I think they’re going to vote for it, I really do. Now I guess they don’t want to take the lead on something that I feel so strongly about. I just believe that the EPA has totally overstepped its boundaries,” Manchin said.

His comments delighted McConnell’s office, which circulated the snippet to reporters.

They're good reasons to think Manchin isn't just running his mouth. The rats are defending 23 seats in the Senate next year. All but Manchin voted for the beloved Obamacare. Obama isn't very popular in the states the rats picked up in 2006 when they mostly acted like centrists and moderates.

Manchin should be voted out in 2012 regardless of what he says or does.

Well for sure it’s too late for my bovine senator AKA Fat Debbie Stabacow. She’s tied closer to Hussein than a Siamese twin.

It’s a lost seat for the Marxists, and a net gain of two seats for the GOP.

And oh, after her husband was busted with a hooker a couple years ago, she got a “quiet” divorce.

So she’s single...

And for those who have never heard her speak, she has almost the same speech impediment as Bawney Fwank and hwis swister.

But not that that matters, it’s about policy.

My two Sens (Lieberman and Blumenthal) have repeatably assured me that new EPA regs will not destroy jobs, but somehow actually crate jobs. No word on how but not to worry, they will. Lieberman is up in 2012.

Well, I will give Manchin a little credit. After pulling his “shooting the cap and trade bill” stunt, which arguable won him the election, I figured he'd cave as soon as he got to Washington. So far he seems to be standing firm, even leading the charge to rein in the EPA. I think he knows he is in a very sticky situation, he's a democrat senator from a state that has been trending more conservative and republican every election since 2000 and elected a majority Republican house delegation in 2008 for the first time in decades.

I give him no credit. He has towed the Democrat line loyally since he got there. Remember he voted to keep Obamacare, and will vote with Dingy Harry on all budget questions. He talks one way, votes another.

The only reason Manchin is supporring this is that he knows Obama is going to veto it. Had there been a conservative in the WH, he would not be doing this because, like all Dem politicans, he won’t actually support anything that would truly limit the power of the lefty-controlled federal bureaucracy.

I know Joe and I’m beginning to think he might flip parties if he could be approached the right way. He is very conservative, pro-life, pro-second Ammend. He comes from mining country and raised in the union Dem. mind-set. I think lately he’s beginning to see that he doesn’t really belong there any more. Like so many who feel that the party left them. I would love to see him switch.

Too bad not during a mid-term.

LOL.

For all his faults, I’m still a Dubya fan. Knowing now Rove’s ways, I’m inclined to give Bush more credit than previously.

"The rats are defending 23 seats in the Senate next year."

Too bad not during a mid-term.

It's about the same number for 2014. Before the Nov 2006, the GOP had a 55 - 45 lead in the Senate. The GOP had relatively huge losses in the next two elections, so the rats are defending plenty of seats, many of which can be won by the GOP, IMHO.

Conservatives and Republican Victory

The Republican Party has a real chance, because of the unusually good composition of the 2012 and 2014 Senate elections, to acquire something that Republicans have never had before: a filibuster-proof Senate.
