EDGEWATER, Fla. -- A Central Florida homeowners association is preparing to vote on banning children from playing outside.
The revamped rules and regulations are being considered by the HOA at the Persimmon Place subdivision on North Ridgewood Avenue in Edgewater. The neighborhood consists of 48 townhomes surrounded by a parking lot and little room for children to play.
"I think it's ridiculous. I think the kids should be allowed to play," a resident said.
"I think people forgot what it was like to be a kid and want to go outside and play," said resident Shawna Magee, who is fighting the proposal.
The HOA board said the proposed rule, which will carry a $100 fine for every violation, is all about safety.
"They came in and rented (a home) in a community that does not have a playground and is not conducive to children. Then they expect the children to play in the driveways and parking lot. You wouldn't see them playing the parking lot at Walmart or Kmart, but they come here and turn the children loose," said HOA board member Kim Scott.

I have a neighbor kid who does 5,000 kick turns in a row on his skateboard 10 feet from my study; each one sounds like a .22 report if not a .38 as the board slams onto the concrete. We basically have to leave the house.
I can see both sides, but they may have families like the one that once lived across from me and treated the street, my yard, and driveway as their kids’ playground (with their parents aware). It is not safe.
Depends on what the HOA rules say.It looks like these people are renters and not the home owners and they may have rented in what is supposed to be an adult community thus the no playground.When you live under a HOA things like this can happen.

There are many nights I would cheerfully shoot my neighbor’s dog but I draw the line at his kids.
we had a student killed on a skateboard last year. He was going too fast on a hill and wiped out.
The HOA should just give all the kids Walking on Water Balls.....and wait.....
I don’t see a way around this for the HOA.
Once upon a time, the property owners could make a property a “Singles Only” or a “Single/Married - No Children Allowed” property. As a college grad; this totally rocked. I could meet girls, hang out at the pool with girls all aged 18-25, all of them single. Life was sweet.
Then, someone cried “Life isn’t fair” and laws were passed that forced communities to allow folks with children into the apartment complexs. The existing neighbor community fell apart, the Pool became a loud, kid-infested body of various amounts of human waste. Toys littered the sidewalk, cars were scratched by toys and bicycles. People moved elsewhere - typically the more expensive places.
Now, we have a townhouse that cannot discriminate against a family with ‘x’ kids; and has opted to invest whatever funds they have into the building and not extra property. If the kids play outside and are hurt - who do you suppose is going to be sued for not providing an adequate play area?
And, the fact that the property can’t tell the plaintiff “Hey, Retard ... did you see a play-area when you moved in?” isn’t considered an adequate defense. What else can you expect the HOA to do?
Well the real way to stop it would be to ban sex in the community. No sex, no kids and after all it's for the children.............
IMHO - HOA’s for planned communities are, in fact, communist experiments.
Those residents who run for election to the HOA Board(s) are the usual suspects: control freaks- nannies, Nazis and nincompoops. Home Owners’ Association is a mis-nomer. If you buy a home in such a community - you own the interior of the abode only. Everything on the outside is subject to the rules or covenants of the Association. House paint, landscaping and hardscape. No fountains for you!
Yet another reason not to join an HOA.
This is an. Adult retirement community . Never have heard of a rental unit in one. The adult sign normally means we don’t want to put up with your kids, sort of a been there done that sort of thing.
My thoughts exactly.
If you want peace and quiet, buy land and move out to the country where you have no close neighbors. If you buy a townhome, expect noise. If you buy in a suburban neighborhood, expect children playing loudly.
The next thing to have a hard look besides the water departments is the HOAs.
