Gee. I wonder what was behind this change. The fact that they are running out of SSNs to issue, and instead of going to more digits, this system allows them to use the blocks that are sitting unused in low-population areas.

Not a fact.
FACT: As of March 21, 2011 there are 89,171,763 dead people in the system.
FACT: Current population of U.S. is about 310 million.
FACT: That leaves over 600 million possible SSNs available for future assignment.
