One woman’s ludicrous is another one’s government subsidy, apparently. If you consider a tax credit (in other words a reduction in tax liability) incentive for doing business in the state to be a government subsidy, then you are entitled to that opinion. But in that sense, every tax abatement or other tax concession made by every other taxing authority in the country is also a "government subsidy". Of course, that position requires, to some extent, a notion that the money is the government's money to begin with and that by letting a private party keep some of that money in return for doing business in the state the government is "giving away" money.
