I am tremendously against bullying. But, 1) How is this a federal offense? and 2) Equal protection under the law? Bullying special needs kids is a crime, but bullying other kids is merely bad behavior?

3) These are kids. Most kids are still developing in many areas, some slower than others. Is it really prudent to put a federal offense on the record of a kid who lacks development?
I’ve known some rotten kids who turned out ok.

Sure!!!!! Where have you been? This is just a logical extension of "Hate" crimes, where a white person mugging a non-white is extra-special double bad, but just mug another white person and they get probation.

Just one more case of some having greater 'rights' than others.
(Not that I am for bullying), but I see this as protecting the GLBTs more than anyone else, and NOT protecting children deemed 'normal', but a venue in which to bully them.
