Like most Michigander’s I’m not thrilled with the emergency manager law but I don’t see any other option. The unions are already dictating policy to local governments.
It will primarily target places like Detroit and Flint.

I keep seeing this phrase in news stories about this new Michigan law, and it's simply disinformation, scaremongering, or ignorance by the media. Take your pick.
States and their political subdivisions are bound by their contracts and can be sued for breach the same as private citizens. They can't terminate them at will. Only bankruptcy can absolve you of a valid and enforceable contract and that's a power given only to the federal government.
It's a limitation specifically put in the Constitution in Articl 1., Section 10 so that purveyors of goods and services to states knew they would be protected in contracts, and therefore would provide needed provisions.
What a state can do, is forbid the selected cities from entering into new contracts without permission, and that's what this Michigan law will do.
