All light-water-reactor fuel forms Pu it is an expected product of irradiating the non-fissile Uranium. Typical fuel creates Pu. MOX (a mix of uranium-dioxide and Pu-oxide) starts off with a non-zero amount of Pu. It is normal to burn Pu in a light-water-reactor.
