I have no idea what this commie is babbling about....

All I could figure out is that he is mad that we are finally getting rid of 50 years of marxist rot from at least one state in our Republic. We still have a lot of work to do though.

The good news is, that there are only 14 of ‘em...

Actually there are 38 Assembly Democrats. The 14 are in the State Senate.

Suder (R) promised a vote by 4:30, so I guess the Reps decided to sit quietly and let the Dems vent until then. I hope they have earplugs, because Barca’s whine is pure torture.

Ouch. This is going to take more than 2 hours. And with Barca speaking after each and every one of them, that's 72. Barca talking about his clouds again. Whatever Barca.

60 hours of debate and 21 DAYS is not enough time to read a 144 page bill. These libs are stupider than I throught.

Barca was born in Kenosha, Wisconsin and graduated from the University of Wisconsin–Madison. After attending graduate school at Harvard University, he worked as a teacher of the emotionally disturbed and a director of a camp for handicapped children. He entered politics in 1985, winning a state in the Wisconsin State Assembly. Barca was a member of the Assembly until 1993.

In early 1993, President Bill Clinton appointed longtime Democratic U.S. Representative Les Aspin to the post of Secretary of Defense, and a special election was called to fill his seat. Aspin had represented Wisconsin’s 1st congressional district for 22 years, and had easily won re-election time and time again.

Despite this, Barca barely managed to defeat Republican challenger Mark Neumann, winning by only 675 votes; in the 1992 election, Aspin had won with 58% of the vote. Barca would serve out the remainder of Aspin’s term. In the 1994 election, however, Neumann ran again, and this time defeated Barca by a slim margin.

After leaving the House, Barca was appointed the Midwest Administrator for the Small Business Administration. In 2002 he joined Aurora Associates International, a consulting firm, which he served as Vice-President and President.

In November 2008, Barca was elected again to the State Assembly after a 15-year absence, where he was again selected to serve as the Assembly Democratic Caucus Chairman. He also serves as Co-Chairman of the Joint Legislative Audit Committee. In addition to legislative interests primarily focused on economic development, Barca notably authored legislation to ban text messaging while driving in Wisconsin in 2010.

GOP senators consulted with the Legislative Fiscal Bureau on this point, and were sent a memo indicating that while there were some “fiscal” provisions of the bill, these provisions didn’t technically make an “appropriation,” and therefore were not subject to the three-fifth quorum requirement. This allowed senators to keep the bill virtually intact, which the GOP felt helped bolster their argument that all the collective bargaining changes were, in fact, fiscal in nature.
