Both of my vehicles are SUV’s. And both come available with an optional restraint harness (seat belt if you will) for dogs.
Can only imagine this doofus will soon be proposing a bill requiring all cars to have this as MANDATORY!

My small dogs have always rode in a car seat like the one above.
The seat is held down by the seat belt, and the dog is strapped to the seat belt via his collar/body harness.
