Urging conservatives to focus on "real issues," Karl Rove said Republicans should speak out against those in the party who question whether President Obama is a citizen of the United States.
The GOP strategist said whatever percentage of Republicans are so-called "birthers," it "ought to be less."
He made the comments in an interview with Bill O'Reilly on Fox News, where Rove is a regular commentator. "Within our party, we've got to be very careful about allowing these people who are the birthers and the 9/11-deniers to get too high a profile and say too much without setting the record straight," Rove said.
Birthers believe Obama is not native-born and therefore is ineligible to be president. Hawaii officials have repeatedly issued statements that Obama was born in the state and that the health department holds a copy of his original birth certificate. A copy of the document has been made available on the Internet.

That provision has application only for those babies born outside of the United States.

That's wonderful, except you're confusing "Citizen" with "Natural Born Citizen", which is a common error.
According to your "theory", Anchor Babies are eligible for the U.S. Presidency, as Title 8, Chapter 12, Subchapter III, Part 1, § 1401, (a) is the clause that was wrongly interpreted to allow Anchor Babies, which is a whole nother story.....

I’m not getting this. Why does wanting to see a long form BC make someone a “birther” ie nut case. Seems like a reallly simple and legitimate request.

It is a real issue and they know it.
1) Show that Obama is a natural born US citizen, 2) then show that he did not attend Occidental College as a foreign student, 3) then show which country's passport he used when he traveled to Pakistan as a youth, and 4) then tell us how he got a Connecticut Social Security Number without ever having lived there. Do those four things and I will believe that he is not a gutless liar.
Rove should just take the fifth and shut up about it. He was probably involved in covering up the fraud and is desparate to keep this from investigation. He doth protest too much.
