California Rep. Jane Harman (D) will resign from Congress, according to two senior Democratic leadership aides, a surprise announcement that will set off a special election in her 36th district.

Not very likely. She is in a bluer district than when she took office, and her opponent in last election got handed his hat by the voters. She easily won reelection with full coffers.
He lost in 2000, that was before redistricting.
Yes I know - we must consider their good intentions.
Specials can produce surprises. Now that we’re in the majority in the House, we ought to have some more muscle in the $$ and recruitment departments to help our candidates be competitive in even Dem-leaning districts.
I don’t know much about her on the corruption angle, but she was one of the few sane Democrat voices on national security and defense.
The progressive Dems got really angry with her for working closely with Bush and Cheney on the Intelligence Committee.
Her district includes Marina Del Ray and Manhattan Beach. The chances of a Republican winning there a precisely 0.00%.
Didn’t she have a health crisis last year?
Big time. But I'm still really wondering why Harman is leaving. This is not a step up.

Can you name any California democratic congressmen or senators who are not openly corrupt? Take a look at Fineswine and her husband’s defense contracts.
Nope. NationalJournal.com is reporting that she is set to become the President of the Woodrow Wilson Center on Tuesday. To me, that's pretty crappy - run for reelection, win and then less than a month after the new Congress starts, you quit. Now, at considerable cost to the taxpayer, they'll have to be a special election.
Her campaign should have to foot the bill for the special election.
She was sort of the Joe Lieberman of the House.
Simple, the power is gone, and the retirement money is less if they stay.

...redistricting doesn't seem to be the issue.
Pre redistricting this used to be a 50/50 district, maybe slight lean republican. After redistricting, this is 60-70% sold dem district.
