Actually, that fire was in a nearby section of Alexandria, the newest scholarship argues, but the royal Library survived it. There were actually four big libraries in Alexandria, the last of which was cleaned out in the 3rd century after the royal Library is said to have burned in (guess what) religious riots under the Severan emperors, between the native pagans and Christianized Egyptians (Copts).
The Library was a memory by the time of Constantine, but it's hard to discern at what point exactly the royal Library was either redistributed or destroyed.
