Mitch McConnell has struck while the iron is hot.
One day after federal District Judge Rodger Vinson ruled that the entire Democratic health care law is unconstitutional, McConnell told his GOP colleagues that he will force a vote on repealing it, bringing it up as an amendment to the Federal Aviation Administration reauthorization bill

McConnell knew goddam well that he couldn't win this vote. He is grandstanding and trying to build his conservative image. He's running to jump on the last bandwagon. At the same time, he and Boehner are putting every lame RINO they can find in charge of important committees, including the Mur-COW-ski.
A serious move would have been to use the judge's ruling to declare the law unconstitutional and for the 26 governors who won the judgment to stop all implementation. This ruling has the force of an injunction, but is not really the same thing, which leads me to question the judge's guts in not issuing one.
Fast track to the SCOTUS. Please, let's get this law behind us and straighten up the ship.
