sanctuary cities and increase crime in those cities.

I think it only applies to NMSP.That was my take too. If so, then it will catch a relatively small number of illegals as local police and sheriff's officers arrest most criminals. It may, however, encourage local officials to adopt an order similar to ABQ except, of course, Santa Fe where they welcome the illegals and the drug and gang-related crimes they commit.
