I think there is blame to go around, but people need to take ownership for their own failures, mainly because they are the ones who are most impacted by them. Pointing fingers at someone else for your failure to graduate from high school doesn’t get you a high school degree. It might make you feel a little better, but you still are a high school dropout.

I believe failure of the family and parenting is core the of problem. Their dads? Wherever they are, never hooked up with the American social contract thus guaranteeing another generation of common and uncommon criminal garden slugs.
Those “men” need to spine up, take some responsibility, get in the system and offer their kids a chance. It all starts with getting the kids educated.

I’d call it a systemic failure when kids are being passed from grade to grade neither knowing that two and two is four, nor that there is a correct way to form letters, nor (most grievously in my opinion) that you can’t read by guessing from the picture.
To a large extent you're right. LBJ's Great Society destroyed the Black family. Black women "married" the federal government to get high welfare and AFDC benefits they couldn't get while married. Male heads of families became a liability, leaving young Black males fatherless and adrift.
I think an essential part of the problem is also cultural. Watch a few episodes of "The First 48" and "Hardcore Pawn" to see what I mean. The shows are very educational as well as being profoundly depressing.
