One reason is that if you want to make a speech unavoidable. The above will appear to be a complete sentence to anyone who has just inhaled an entire tube of glue.
He is a president with everything to gain from shrewd decisions, moderate thinking, and respect for the center. He seems to have learned that wanting popularity and public approval is not, actually, below him. In fact, it's part of his job.
Ms. Noonan, maintaining her delusional, post-menopausal crush on hyper-leftist Obama, refuses to believe that he is a conniving lefty with goals of collectivization and redistribution and maximizing his personal power. Any pretense of a movement toward the center is likely pre-meditated deceit.
