I think the new legislative session is off to a good start, and is moving forward with the People's agenda, which is decidedly conservative.

Yup. Also, the media misreports the issue (shocking, I know). The media quotes a high number for the shortfall - a number based upon the wish lists of various agencies rather than real projected expenditures.
