Which four Democrats voted against it?
As I remember, more Democrats than that voted against it the first time -- presumably because they were "given permission" to do so.
It would be interesting to see a comparison.

While the senate says symbolic, only the house can spend money so they cannot allocate any money to a project that does not exist.

It’s a start.

If it isn’t passed in the Senate, there are certainly enough votes to de-fund it. No money, no Obamacare.

Good practice. Now repeal every other program and agency that isn’t clearly within the Enumerated Powers.
It’s easy, once you get the hang of it...

This repeal bill passed with more votes than the passage of the original bill last Christmas Eve.
