Continuing from when? Until when? Who decides?

The Constitution only says that the Senate has the power to set its own rules. The Senate can st them and change them at anytime.

the House goes out of business, every two years,
the Senate does not.

the Senate has in the past,
used ‘last times’ rules.
...which were last changed in 1975.

Biden is going to say ...
hey , new Congress, time to adopt rules..

there is no precedent for that

225 years of Senate tradition,
gone

reason... change rules...2/3rds majority
adopr rules... simple majority
