Why should he. He is probably like every other parking attendant I ever met: disinterested, detached, rude and totally ignoring everyone (doesn't see “people,” just sees ticket revenue) Probably would not have called 911 if the guy was shot right in front of him.

Not to mention he says his briefcase was stolen; so perp is on the loose in parking gargage? Maybe? Well; hindsight happens - albeit; this still might have escaped attention of those involved. Again; all to sad an unfolding.
