If you put up gigawatts of jamming as you attack a force near your homeland, the signal to noise ration is effectively minimized until you are in range to fire/drop your munitions.

In other words, with the right ACTIVE ECM environment you don’t have to be THAT stealthy, just lower your observability.

If the Chicoms were to attack Taiwan or a nearby US fleet, one would expect they would just blanket the RF spectrum with POWERFUL jamming to blind our defenses but also to make their ‘stealth’ weapons harder to separate from the noise.
