You are of course correct. I overstated and perhaps misstated my point. The RNC does serve a valuable purpose.
The rise of internet information and the ability to easily make direct donations to candidates with approved views make their campaigns national in fund raising.
A more correct statement would be that the RNC has lost some and perhaps much of the retail level funding. The grass roots is doing for its’self that which was once delegated to the RNC.
The mechanism allows the individual to directly fund folks but at the same time it's no longer a national campaign.
I think the way to deal with this is to crack down on the Republican label ~ (1) By forcing all candidates in a Republican primary to sign a statement that they will respect the results ~ and, oh, BTW, post a bond against your repudiation of your pledge, and (2) By requiring everybody using the Republican brand to redirect 25% of their individual funding to the RNC campaign committees for use in weak races where advertising may make a difference.
Most private individuals are usually not in a position to be able to identify other races of value ~ which should be a function performed by the RNC campaign committees.
Too often we find insiders trying to manipulate the RNC campaign committees into pre-selecting candidates before a primary. That should get a committee-man tossed out of the party.
We also need to reign in Congressional campaign committee organizations so that you don't have a Chairman, by himself, selecting another Scuzzyfuzzo ~
