MEXICO CITY Joseph Proctor told his girlfriend he was popping out to the convenience store in the quiet Mexican beach town where the couple had just moved, intending to start a new life.
The next morning, the 32-year-old New York native was dead inside his crashed van on a road outside Acapulco. He had multiple bullet wounds. An AR-15 rifle lay in his hands.
His distraught girlfriend, Liliana Gil Vargas, was summoned to police headquarters, where she was told Proctor had died in a gunbattle with an army patrol. They claimed Proctor whose green van had a for-sale sign and his cell phone number spray-painted on the windows had attacked the troops. They showed her the gun.
His mother, Donna Proctor, devastated and incredulous, has been fighting through Mexico's secretive military justice system ever since to learn what really happened on the night of Aug. 22.
It took weeks of pressuring U.S. diplomats and congressmen for help, but she finally got an answer, which she shared with The Associated Press.
Three soldiers have been charged with killing her son. Two have been charged with planting the assault rifle in his hands and claiming falsely that he fired first, according to a Mexican Defense Department document sent to her through the U.S. Embassy in Mexico City.

If you have trouble telling who the criminals are in Mexico, don’t go there. If you think you can tell who the criminals are in Mexico, you are way too naive to go there.
I watch the tv show “HouseHunters International” and am always in total aw of the places people buy in Central/South America and around the Caribbean Islands. All of those places are hello-holes for the most part, and up for grabs according to who is currently in power. And, not t mention that you take your life in hand each time you step out the door...

I love that show! But yeah, I agree that sometimes I find myself genuinely hoping the new homeowners will be ok in their new environs.

If he was one of the relatives related to one of the swine liberals in DC the border would be enforced fully the next day.
They never discuss the e-coli count of the beautiful water spread out in front of those international houses.
My husband and I spent 6 months in Costa Rica. One weekend we took a trip up to Lake Arenal. It just so happened that at the bus station the leading newspaper had a huge headline that read, “ E-Coli, High Levels, Lake Arenal”.
My husband and I are still laughing about that one! :-) It was just a mile or two up from the hotel where we were staying.
We were there during the TLC vote that would approve free trade with the U.S. I was **shocked** at the outright Marxist propaganda promoted on the TV and in the newspapers arguing against free trade. TLC passed by a razor thin margin.
Anyone who buys property in Costa Rica is NUTZ! That country could turn completely Marxist in one election...and then...GOOD BYE! property rights!
Our goal was to learn Spanish. We lived with Costa Rican families and attended language school daily. We read Spanish almost as well as English and speak and understand the language on what the schools consider to be the highest level. We studied the Costa Rican newspaper reports carefully and thoroughly every day.
With all due respect to the deceased Mr. Proctor, ya gotta seriously question the intellect of anyone that would voluntarily move to a third world hell hole filled with killers and thugs. No, I mean Mexico.
