California has approved an extensive carbon-trading plan aimed at cutting greenhouse emissions.
State regulators passed a "cap-and-trade" framework to let companies buy and sell permits, giving them an incentive to emit fewer gases.

They are bankrupt, they have been take over by illegal immigrants, and they have elected a Klingon governor, so what does state government do? It finds a way to make energy — and life — even more expensive in the Golden State. Question: when will they deliver the coup de grâce to their remaining businesses and taxpayers?

AlGore's pocket just got a lot fatter. That's all this is about.
I just can't wait to see what the Brown has in store to kill the rest of this state.
PS: California has also put a bed tax on 'tiered' convalescent facilities (Independent living>assisted living> skilled @ $13.10 per bed ... per day whether they are filled or not. Our local facility, which I am on the board, has been billed $63,000 for the past 3 months and the bill is due Dec. 20. The state is on crack.

State officials hope the scheme will be copied across the US, but opponents warn it may harm California's growth and lead to higher electricity prices.That is exactly what it will do.
