The boat was also flying under a foreign flag with Arabic lettering, but sheriff's investigators wouldn't say which country it might be from.

Any Florida FReepers got any more info on this?

Some lost decoy looking for Cocoa Beach? His mufti gave him a free pass, the drugs wore off, and he ended up in a swamp.
Just a guess.

[he] won't say who he is, or what he was doing

I'd give him about a half hour to change his mind, and then begin to execute him; slowly.

I would suspect he is the lone survivor of a suicide attack on the USA.

The man also couldn't prove he owned the boat and wouldn't tell authorities where he was going.

I would simply tell him that he isn't going anywhere.

With those dreads, I’ll bet a dollar that the “arabic writing” is Amharic and we have a case of a stoned Rastafari doing something dumb and dumber local police who see all squiggly foreign text as arabic.

Back in September, another boat drifted into nearby waters - also flying foreign flag. . .dismissed as storm related.

http://www.wesh.com/news/24852418/detail.html
PORT CANAVERAL, Fla. — A large sailboat was found on Thursday adrift in the rough seas stirred up by Hurricane Earl.

Coast Guard officials were working to determine where the boat came from. They said it didn’t appear that the boat broke its moorings and drifted away, but they said there have been no reports of a missing boat either.

The boat was tossed in 9- to 12-foot seas stirred up by Earl and was found about five miles off Cocoa Beach and towed to Port Canaveral by the Coast Guard cutter Shrike.

Survival Guide | Special Section | Hurricane Special

The boat’s sail was shredded, and authorities said that was part of the mystery. A boat that was moored would have had its sails stowed, but this one appeared to have its sails rigged for sailing. However, nobody was aboard.

A Coast Guard spokesman said there was no reason to start a search-and-rescue mission because there’s no evidence that anyone had gone overboard.

The sailboat had a foreign flag, and the Coast Guard is working to determine the vessel’s owner.

Drug runners are known to abandon boats offshore, but they don’t typically use sailboats. Refugees trying to leave Cuba or Haiti use any kind of boat they can get their hands on. But again, there’s no way of knowing yet who the boat belonged to.

Some of the answers to the many questions about the boat may be answered during a search of the vessel that was planned for Thursday evening at Port Canaveral.

Is that a photo of the guy? He looks like somebody I’ve seen up here in St Augustine. If so, he’s a sort of rasta-man Island-Muslim type who lives on his boat, a ratty sail boat that used to be anchored off the Santa Maria restaurant until they put in mooring fields and charged fees that were too high for some of our transient boating population. Since then, he’s been moving the boat from place to place.

He shows up in the park and does his Islamic prayers from time to time and the rest of the time wanders around town to the free-food places (St Francis House) until it’s time for him to go back to his boat. He generally doesn’t talk to strangers, although after you see him a few times, he recognizes you and will greet you. I think he’s pretty harmless, if this is the same guy. He probably got blown off course today and ended up at Canaveral by accident.
