I wonder if Congress was just stupid and naive when they created HUNDREDS of government agencies and gave them the power to create "rules" with the weight of law or were they intentionally laying the groundwork for a person like Obama who would usher in their totalitarian utopia.

SCOTUS has stated there is an individual right.There can be no judicial fiat without SCOTUS reversing itself. As for regulations, they too must conform to the LAW (Constitution). As long as SCOTUS maintains its stance the haloed one is very limited as to what he can do.
