Has China ever publicly stated why they have no desire to reign in the North Koreans?
There will be no South Korean retaliation for this because South Korean is only threatening retaliation now if there is an “additional” escalation.
In other words, as long as NK doesn’t do anything else, they are off the hook.

China supplies 90% of Korea's sustenance to keep the people alive. Food, etc.
