Odd that they’ve stopped Westbound traffic (top deck) but not the Eastbound (bottom deck). It was the top deck falling onto the bottom deck during the last earthquake that caused Cali to rebuild that section of bridge. If the guy really does have bombs this doesn’t make sense.

Cars at the toll booth are making a u-turn and being turned back. Cars between the toll booth and Treasure Island (I’d guess at least a couple miles) are just stuck on the one-way level until the police give the all-clear. Even if this jerk has a pipe bomb, which he probably doesn’t, he’ll blow up his car but not make a dent in the bridge, either deck.
