The Black Caucus denied membership to liberal congressmen Cohen of Tennessee and the late Rodino of New Jersey, even though they were liberal enough and represented majority-black districts, they weren’t of the right ethnicity.
Col. West certainly has the required racial identity for the group, and that seems to be their only requirement for membership.
