NEW YORK (TheStreet) -- Shares of Halliburton(NYSE:HAL) dropped by as much as 10% on Thursday afternoon after a presidential commission revealed that tests conducted before the BP Macondo oil spill showed that cement used by Halliburton were liable to create unstable conditions.

I have been to their liquid plants in Lousiana.
No one can be sure the cement job was successful until they run a cement bond log. Did they do that or did they just assume the cement was A-OK?
Hallibuton´s been cementing casings for a long time. More data needed.
I’m with you on this here we have a company who pioneered well cementing the leader in the field, and a government that knows jack shit about the subject telling us that they screwed up ...

I have never been on a platform where the White House dictated well cementing instructions.

This is wrong on multiple levels. What Halliburton did with the cement really doesn’t matter. No cement will be effective if it is not placed properly. In this well design there was almost ZERO chance that cement could be placed effectively. Halliburton had nothing at all to do with placement or well design.
Furthermore, the blowout, according to BP, came through the shoe and up the inside of the casing. Reports also reveal that at least NINE attempts were made to surge and get the shoe check valves to hold. These repeated surgings and movement of cement after placement in all probability contaminated the cement at the shoe and rendered it USELESS.
