Despite debate about the success of the $787 billion federal stimulus, it clearly benefits students at Empire Beauty School.
Students at Empire, a for-profit system, qualified for $42.3 million in Pell grants from the American Recovery and Reinvestment Act. The grants are provided to low-income students. Empire offers degrees in cosmetology, barbering and cosmetology.
The idea behind Pell grants was sound social policy, Dr. Bishop said, but it enables for-profit schools to prosper despite student outcomes.

This area of service training is perfect for entrepreneurs. However, States and local government regulations have caused the ‘industry’ to become just another area of the nanny state.
Hair stylists were part of the apprentice-trade; beginning as shampooers, floor sweepers and so on.
Some gubmint bureaucrats saw an opportunity and took it!!!!

It is going to cost that much because Michelle Obama is going to need all those beauty school people to help make her look good.
Think of it as a real Shovel ready project.
if your competent there will never be a shortage of people looking for your services no matter how bad the economy gets. I bet there are girls out there who would starve rather than get their hair styled.
Many beauticians work out of their homes; there is a huge underground in weaving and braiding hair extensions.
Sort of a cottage industry - much like day-care used to be.

I have been to the beauty shop once in 20+ years and that was to prove to Mr. B that they couldn’t do any better than he can do at home by trimming the dead ends and it’s done. Kids would go when they were in high school but soon learned to do their own hair when they got jobs and I told them that was an expense they would pay for.

Yes, sadly they do and it is something that should be corrected. If you leave school the money should go back to the agency that provided it not into the pocket of the drop out.
I have a friend who left teaching and decided to go back to school to get a culinary degree. She said the first couple weeks of her first two semesters were awful. When the date rolled around that allowed students to drop out but keep the money all the lazy troublemakers who were just there to get the money dropped out. After they left the class could get organized and move forward. She said the ones there for the money treated it all as a joke, arriving late, could barely read and mouthed off to each other and the instructor constantly. She said the first couple weeks of the semester were worthless. When she got to the third semester it was better because the trouble makers did not have the necessary requirements to be in those classes.

It’s not accurate to say that the student can get their money if they don’t show up or if they leave after 2 days. Not if the school is doing their job. (This is what I do for a living.)
If the student never attends, the school is required to send the money back and the student can’t have it. If the student drops out (formally or just quits coming) before the 60% point of the term, the school is required to send a pro-rated amount back.
If the school isn’t doing this, they can be cited for it, and will ultimately lose their ability to give federal aid.

Maybe if these 'students' had paid for their tuition themselves, instead of a govmint grant, they would be more inclined to get something out of it.

I think that same thing happens in the "not-for-profit", profitable public schools...with the tenured Prof's making a good living.
