This area of service training is perfect for entrepreneurs. However, States and local government regulations have caused the ‘industry’ to become just another area of the nanny state.
Hair stylists were part of the apprentice-trade; beginning as shampooers, floor sweepers and so on.
Some gubmint bureaucrats saw an opportunity and took it!!!!
It is going to cost that much because Michelle Obama is going to need all those beauty school people to help make her look good.
Think of it as a real Shovel ready project.
