You're getting a lot closer to the truth there. The base chief had an "analysis" background not an "operations" background and was in effect an affirmative action beneficiary. She ignored basic security procedures against the advice of more experienced operations people who were there.
Like the US military the CIA has been subourned by the "affirmative action/diversity" culture of the Federal Government. Competence is subservient to connections, gender and race.
maybe your “and” should have been an ‘or’ if you didn’t mean to blame the dead and wounded.
If they had been properly warned about the Jordanian’s warning, he would have been searched for sure, or not even allowed on base.
I was speculating that the investigation is being wrapped up with “no blame” because some of the dead and wounded already paid the price for their mistakes, and probably some of the living are being left off the hook for typical agency political reasons... promoted to other desks, and moved to other stations. If they were GOP appointees they probably would have been outed by the NYT.

Sadly she was too naive to conceive they could get to her and her team. Naive is not what makes a good FOB chief.
She was killed in the attack herself. If you're looking to place blame look much further up the chain of command in the Operations Directorate.

At worst I’d have thought bambi’s installed State Dept culture of apologetics, groveling, “dialogue” and being “observant” of muslim/cultural customs like not insulting a guest (by searching him, especially in the presence of women) was a big factor in this fiasco
