Executive Summary
A Family Research Council analysis of publicly available documents-the Pentagon's own report on sexual assault in the military for Fiscal Year 2009, and published decisions from military courts of appeals over the last decade and a half-have shown that there is already a significant problem of homosexual misconduct in the military. This problem can only become worse if the current law is repealed and homosexuals are openly welcomed (and even granted special protections) within the military, as homosexual activists are demanding.
Rates of Homosexual Assault in the Military Are Disproportionately High
Homosexual activist groups themselves have admitted that less than three percent of Americans are homosexual or bisexual.
FRC has reviewed the "case synopses" of all 1,643 reports of sexual assault reported by the four branches of the military for Fiscal Year 2009 (October 1, 2008 through September 30, 2009). Our startling finding was that over eight percent (8.2%) of all military sexual assault cases were homosexual in nature. This suggests that homosexuals in the military are about three times more likely to commit sexual assaults than heterosexuals are, relative to their numbers.
Lack of Privacy Leads to Sexual Assaults
FRC and other supporters of the current law have pointed out the risks involved in having servicemembers share living quarters, showers, and bathrooms with persons of the same sex who may be sexually attracted to them. This concern is borne out by many of the case synopses reported by the Pentagon. The most common type of homosexual assault is one in which the offender fondles or performs oral sex upon a sleeping victim. Assaults upon victims who are intoxicated are also common.
Many Discharges of Homosexuals are for Sexual Assault
Advocates of open homosexuality in the military often lament the fact that several thousand members of the military have been discharged under the 1993 law since its enactment. However, what they fail to note is that many of those discharges are actually for sexual assaults.
Court Records Reveal Shocking Cases of Homosexual Assault
Published decisions of military courts (available on the legal search engine Lexis) give even more detail about homosexual assaults in the military. For example:
Conclusion
The military already has a serious problem with sexual assault by homosexuals. If the current law against homosexuality in the military is overturned, the problem of same-sex sexual assault in the military is sure to increase.
Allowing open homosexuality in the military would do nothing to enhance the readiness or effectiveness of our armed forces. On the contrary, it would clearly damage them-in part because it would increase the already serious problem of homosexual assault in the military.

Did the same, and I agree with you.
If this goes through, I believe that each individual should be allowed/required to reevaluate their enlistment contract.
If you change your side, why should I not have the chance to change mine?
How we’ll start the new military after that should be interesting...
The assailant should have his/her neck broken.

WASHINGTON, D.C. - The Family Research Council today released an analysis of publicly available documents which shows that homosexuals in the military are three times more likely to commit sexual assaults than heterosexuals are, relative to their numbers. This problem would only increase if the current law against homosexuality in the military, enacted in 1993, were to be overturned, as President Obama and Democratic leaders in Congress are attempting to do this week.
The FRC analysis, conducted by Senior Fellow for Policy Studies Peter Sprigg, was based on the Pentagon's own annual report on sexual assault in the military for Fiscal Year 2009, and on published decisions from military courts of appeals over the last decade and a half.
A review of the "case synopses" of all 1,643 reports of sexual assault reported by the four branches of the military for Fiscal Year 2009 (October 1, 2008 through September 30, 2009) found that over eight percent (8.2%) of all military sexual assault cases were homosexual in nature. Yet homosexual activist groups themselves have admitted that less than three percent of Americans (2.8% of men and 1.4% of women) are homosexual or bisexual.
"Taken together, these figures suggest that homosexuals in the military are about three times more likely to commit sexual assaults than heterosexuals are," noted Sprigg. "Concerns about privacy when homosexuals share facilities like showers and sleeping quarters with heterosexuals are well grounded," he added.
"The report found that the most common type of homosexual assault is one in which the offender fondles or performs oral sex upon a sleeping victim."
"If open homosexuality is permitted in the military, these numbers will only increase," Sprigg warned. "The numbers of homosexuals in the military would grow, the threat of discharge for homosexual conduct would be eliminated, and protected class status for homosexuals would make victims hesitant to report assaults and make commanders hesitant to punish them."
"Congress should carefully consider these serious risks before short-circuiting the process of studying this issue. Congress should heed the advice of the four service chiefs who once again today urged Congress to back down until the military review is finished," Sprigg concluded. I am in the process of asking the U.S. Naval Institute a third time for any sort of response concerning why they will not publish letters of substance regarding Dont Ask, Dont Tell. So far arguments have been limited to a false dichotomy about social experimentation supported by emotional expositions. If not mine below, then this professional journal should allow other substantive arguments from people with superior wordsmithing skills, which require people of intellectual courage to engage in meaningful discussions.
Mr. Goldichs and Mr. Webbs discussion of Dont Ask Dont Tell appears attenuated. Repeal means institutionalizing threats to the religious liberty of Chaplains and other service members. Homosexuality must also estrange itself from medicine and science in order to fabricate a social justice issue for the debate. Finally, arguments maintaining that open homosexuality will not hurt morale declaim the character of military operations as affirmed in the current law.
Jewish, Christian, and Muslim believers find their Constitutionally guaranteed freedom of religion threatened by the repeal. For many followers of desert religions, who send their pastors into the chaplaincy and their believers into military service, homosexual behavior is unacceptable. Instead it resides among the myriad sins entrapping humanity that lives in a fallen world with a fallen nature.
For them foundational scholarship concludes homosexual relationships separate believers from God. The Old Testament, holy to People of the Book, speaks of the character, identity, and purpose of God in a manner, which continuously addresses homosexuality. God is spoken of as masculine, and all humans become feminine in relation to Him. In addition to creating all things, God created the single institution of heterosexual marriage as the earthy manifestation of the relationship of absolute unity and love He seeks with each person. Classical Semitic theology emphasizes searching for and identifying with God in the spiritual dimension. Therefore, worthwhile actions and thoughts are those which reinforce the faith commitment to a spiritual relationship. Spiritual life for tens of millions of Jewish, Christian, and Muslim believers means any subsequent reasoning from scriptures must proceed from that basic understanding in order to be a valid derivation. Therefore after repeal, when believers reject homosexuality in counseling rolls and normal life activities, these people reside outside Constitutional boundaries guaranteeing religious freedom to become guilty by popular acclamation of at least cultural prejudice.
The transformation of homosexuality into a cultural prejudice phenomenon finds foundational medical and scientific credibility in the 1973 decision by the American Psychiatric Association (APA) to remove homosexuality as a mental disorder from its Diagnostic and Statistical Manual (DSM). Removal followed a two year campaign Newsweek described as ongoing disruptive, chaotic attacks on psychiatrists and physiologists. Yet throughout these disruptive attacks, no academic papers were presented at conferences refuting any research previously done. Eventually onslaughts forced sufficient abstentions and apprehensive responses for a third of APAs 17,000 plus membership to approve removal.
After this decision a new task force was established to ensure perpetual sanctity for the APA action. No research papers would again arise to confirm initial therapy success rates of 30% to 60 %, substantiating that 7 of 10 homosexuals could eventually walk away from the lifestyle forever. This task force would set peer review standards mandating pre-ordained theses, acceptable flexibility in research design definitions, and acceptable human data points. Psychology and Psychiatry chose to relinquish scientific rigor for popular societal and political acclaim. Therefore, Mr. Webb safely references reports that unit cohesion and combat effectiveness would be unaffected, and concludes homosexuality is equivalent to race.
Mr. Webb questions why should off-base consensual sex during off-duty hours be of any concern to commanders? Yet the current law recognizes maintaining high morale, good order and discipline, and unit cohesion requires extraordinary restrictions for environments characterized by sacrificial, primitive and intimate relations. Military operations to protect this country are not conducted in garrison, and offer no opportunities for off duty or private time. Operating military personnel, locked in small task oriented units, forward deploy, and repeatedly face incredible stress if not actual combat. These environments are inherently chaotic and brittle, and can only be overcome by totalitarian leadership unimaginable in pacific situations. At this point Psychology and Psychiatry should make a meaningful contribution. However, their 1973 decision enables base antidotal politics to dominate, and allows critical issues to be trivialized into an amendment to defense authorization.
This debate should not veer into secular humanist social justice. The primary issues to consider should be Constitutional religious freedom, and whether any mental disorders can be tolerated within the exceptional human structures needed to defeat enemies unconcerned with social engineering.

Homosexuals always want us to believe we can’t get along without them. Real life doesn’t work that way, especially in the military where there are hundreds, if not thousands, of people ready to step in and do any job a Homosexual might be doing.
Damn, I’m glad I’ve long retired from there. What a different world it is now...
“If homosexuals become a protected class within the military, victims will be afraid to report incidents of homosexual assault and commanders will be afraid to punish them, lest they be accused of “discrimination” or “homophobia.””
This brings to mind something I read a number of years ago about the increase in suicides brought upon young men whom were Homosexually assaulted. Men take their masculinity seriously, and blame themselves even of forced sexual encounters. They believe they could have done something to stop the assault, and consider themselves as failures for not stopping even the most aggressive.
I never read about that in current discussions of this matter, or perhaps I’ve missed it.
The potential for increased suicide exists if Homosexuality is permitted in our military, as well the military would be forced to conscript as the all Volunteer system would break down.
I thought about that, too.
Astoundingly, this has a familiar sound.
And all of those assaults happened during a time when service men and women have to keep their same sex attraction secret.
The more things changes the more theys stay the same.—Pogo
If I remembers correct. This report sounds like the 93 Pentagon report and reflects what I experienced between Jun69-Jan.77.But I hear they don’t “lust after their military peers”
And I believe that about as much as I believe Barack Hussein Obama is a natural born citizen.
Oh my goodness, I just read that PDF, and I am sickened and outraged.
On top of the assaults, some of these attackers were honorably discharged. Honorably. Good Lord help us.
Very soon reporting crimes such as these will be deemed homophobia and hate crimes. We will soon complete our descent into Sodom and Gomorrah.
Jesus, come quickly!
The man who wishes he was qualified to be President B.O. never
spent even one week in military basic training, admits he is no “expert” but desires to push his unfounded /unsound beliefs on everybody in the military -and in the US of A His only
justification is the LIE from the father of Lies “We’re all Gods children” Read Romans chapter 9: or I John and tell me if/how you can reconcile Barack Hussein Obamas belief to Scripture? The Tares do look like good seed—till they produce their evil fruit.
Keep the homos OUT!
Our Founders used the Dutch model and John Calvin with his
Christian discipline one of the European models-see Guardians of the Republic ,Ernest F.fisher,Jr. Stackpole books p.4
Justin Lipsius another model(1994)
Speaking as a member of the military, it’s well known that a lot of man-on-man “sexual assaults” in the military are consensual sex. They got caught, or somehow people found out, and one of them will cry rape to avoid UCMJ and/or chapter.
That doesn’t change the whole rest of the argument on the issue, but numbers of homosexual assaults in the military are vastly overinflated because of DADT.
They`ll also be forced to hold many more court-martials since I can`t imagine too many real men standing for this crap without kicking some faggot`s head in for trying to rape him. I know I`d beat one to within an inch of it`s death for trying that $#it on me.
In a combat environment, do not be surprised if gay officers and NCOs who sexually harass others get fragged.
