I wouldn't be surprised in the least, that there are so many bodies on the Mexican side; that they have no idea which one is the Americans.
Is there any other plausible reason for this hesitation?

Violent Mexican cartels and gangs are not in the business of negotiating terms unless there’s an inordinate amount of money on the table. They’re calling Texas’ bluff by essentially thumbing their nose. They won’t hand over the body, and despite the ultimatum yesterday, Texas won’t do anything to try to get it back.

Makes me wonder if SOMETHING is in that lake that they don’t want us to see. Or just maybe it’s a whole turf thing—I don’t know, but yesterday they supposedly threatened US searchers on OUR side of the lake.
