I recall some posters on past threads on Dollar Bill’s choo choo stating that a significant percentage of the ridership was communting state employees.
The Rail Runner was supposed to be for the commuters who can’t afford to live in pricey Santa FE and in fact it stops at the biggest concentration of state government offices in Santa Fe.
