The basis of all “progressive” laws is the granting of “discretion” to government officials, supposedly because they have some superior ability to make the proper judgements where the individual operating under a fixed set of rules would make improper decisions.
This paradigm also assumes (on the part of the sheeperals) absolute moral purity on the part of the person given the “discretion” in that they will not use it to grant special dispensation to those they like and punish those they don’t.
Both assumptions are WRONG, and upside down from the truth, but exactly what you’d expect from an ideology based on lies.

And, in many cases (if not most or all), they exempt themselves from the rules the rest of us must live by.
That's why lifelong taxpayer leeches like Ted Kennedy and Robert Byrd find it so hard to give up the reins of power. They would rather die in office than run the risk of having to live under the laws they pass for the rest of us.

You are exactly right. Politicos will dole out these exemptions just like they do bazillions of other political favors - most of them being special dispensations from some onerous regulatory or tax burden, in return for campaign cash or favors for their own little interest groups or for adherence to some liberal piety.
I can see it now. McDs announces that they will only serve sunshine and arugula prepared with windmill-generated electricity, and they get a pass on the health care coverage.
