(AP Photo/Gerald Herbert) (CNSNews.com) - U.S. Education Secretary Arne Duncan vowed on Tuesday that his department would work to make American children into "good environmental citizens" through federally subsidized school programs beginning as early as kindergarten that teach children about climate change and prepare them "to contribute to the workforce through green jobs." “Right now, in the second decade of the 21st century, preparing our children to be good environmental citizens is some of the most important work any of us can do. It’s work that will serve future generations--and quite literally sustain our world,” Duncan said at the Education Department’s "Sustainability Education Summit: Citizenship and Pathways for a Green Economy." “This week’s sustainability summit represents the first time that the Department is taking a taking a leadership role in the work of educating the next generation of green citizens and preparing them to contribute to the workforce through green jobs,” said Duncan. “President Obama has made clean, renewable energy a priority because, as he says, it’s the best way to 'truly transform our economy, to protect our security, and save our planet.' “Educators have a central role in this. A well educated citizen knows that we must not act in this generation in ways that endanger the next,” said Duncan. “They teach students about how the climate is changing. They explain the science behind climate change and how we can change our daily practices to help save the planet. They have a role in preparing students for jobs in the green economy.” “Historically," Duncan said, "the Department of Education hasn’t been doing enough to drive the sustainability movement, and today, I promise that we will be a committed partner in the national effort to build a more environmentally literate and responsible society." "I want my department to help advance the sustainability movement through education," he said.

Duncan explained that the funding for this environmental education will come through a new initiative of the Department of Education called the "Blueprint for Reform." "The president has proposed $265 million for this program in his fiscal 2011 budget," said Duncan. "These grants will support subjects such as the arts, foreign languages, history, and civics--all of which receive funding under current Education Department programs. Because we recognize the importance education plays in the sustainability movement, these grants also will support environmental education." Duncan said that his department's "Blueprint for Reform" envisions environmental education being incorporated into so-called "STEM" classes ("science, technology, engineering and mathematics") for students as young as kindergarten. "These projects have the prospect to build the science of sustainability into the curriculum, starting in kindergarten and extending until the students graduate high school," said Duncan.

Ahh, the sustainability movement. Where have I seen that before?

"Critical distinctions must be made between sound steps to create a healthier environment and using public education to indoctrinate students as the means to impose a political agenda that mirrors communism. California state Sen. Alan Lowenthal's bill, S.B.1322, to remove long-standing safeguards that prevent "teaching communism with the intent to indoctrinate" coincides with the Education for Sustainability agenda, as it would pave the way to teach these programs in California schools."

Today, the U.S. Conference of Mayors endorsed EPA’s Energy Star Challenge as a key strategy in meeting the goals of the conference’s Climate Protection Agreement. As part of the resolution, the organization will encourage its members to support and take the Energy Star Challenge, a national campaign to improve energy efficiency by 10 percent or more in commercial and industrial buildings across the United States.

“The U.S. Conference of Mayors is leading the way on climate protection for cities across the country with the help of Energy Star,” said Bob Meyers, EPA’s acting assistant administrator for Air and Radiation. “Energy efficiency is a win-win for cities looking to save energy and protect the environment.”

The U.S. Conference of Mayors represents America’s 1,139 cities with populations of 30,000 or more. These mayors are uniquely positioned to encourage energy efficiency goals and improvements for city-owned buildings and provide a model for local building owners to follow. EPA will help mayors from coast to coast reduce carbon emissions and decrease energy use with tools and resources to measure and track building energy use, make improvements to existing buildings, and design new buildings for superior energy efficiency.

EPA estimates that if the energy efficiency of commercial and industrial buildings in the United States improved 10 percent, Americans would save $20 billion each year in utility bills for commercial and industrial buildings and reduce greenhouse gas emissions equal to those from about 30 million vehicles.

More than 100 organizations, including state governments, leading associations, cities and counties have taken the Energy Star Challenge. Businesses, organizations, and governments that are leaders in energy efficiency use about 30 percent less energy than their competitors.

Energy Star was started by EPA in 1992 as a voluntary, market-based program to reduce greenhouse gas emissions through energy efficiency. In 2006 alone, Americans with the help of Energy Star saved $14 billion on their energy bills and reduced greenhouse gas emissions equivalent to those of 25 million vehicles. To date, more than 30,000 commercial and industrial buildings have targeted energy efficiency improvements and more than 3,200 of these buildings have earned the Energy Star.

Energy Star is a joint program of the U.S. Environmental Protection Agency and the U.S. Department of Energy designed to save money and protect the environment through energy efficient products and practices.

The only way it's going to stop is if the Department of Education is abolished, and it all goes back to a few state requirements with lots of local control.

Just about everyone bought into a bad idea with all of this testing. It's just a way to force the teaching of subjects as they appear on the test.

I’m for that, but where will we find a president with the courage to do it and the strength to make it stick?

Maybe Governor Palin? If courage were powder and shot, the rest of the pubbicrats wouldn’t have enough to blow themselves to Hell.

China’s commerce minister Chen Deming said that Beijing would not back down over the export quotas. “Mass-extraction of rare earth will cause great damage to the environment, that’s why China has tightened controls,” he said, repeating the official line.
Beijing set off shockwaves in early July when it announced a 72pc reduction in rare earth exports over the second half of this year. The country has acquired a near monopoly, with 97pc of global output after under-cutting the rest of the world with Mongolian ores in the 1990s. The sudden cut-off since July has drastically restricted supplies to the rest of world.
The last US mine shut 14 years ago, discouraged by tough US environmental rules. The US General Accounting Office said China now has a “dominant position” with market power. “Rebuilding a US rare earth supply chain may take up to 15 years,” it said.
Washington is examining claims that China’s curbs breach World Trade Organisation rules by giving preferential access to Chinese companies. The US Trade Representative is collecting data from US firms to assess the basis for a legal challenge. There are strong suspicions that Beijing’s aim is to force foreign companies to locate technology plants in China.
Baotou Steel High Tech Co said in February that it was building storage space for 200,000 tonnes of rare earth oxides. The company has since been told to stockpile metals by party bosses in Inner Mongolia. China Daily reports that Baotou and Jiangxi Copper are aligning their policies and now “virtually control” the market.
China claims it will need a growing proportion of these metals for its own industries, but US and Japanese officials say privately that Beijing’s methods are not in keeping with the WTO ethos. Japan has already drafted a “Strategy For Enhancing Stable Supplies of Rare Metals” and has been stockpiling.
Rare earth metals are sprinkled in iPads, BlackBerrys, plasma TVs, lasers, wind turbines, hybrid engines, and smart bombs. They cannot easily be replaced, if at all. Neodymium enhances magnets at high heat, and cerium is used in catalytic converters.
Rare earth ores are not in fact rare, merely scattered and costly to extract. There are ample reserves in the US,
Australia, Canada, Russia, and Greenland. A number of explorers are reopening mines but will not produce significant amounts until mid-decade.
