The concept of making jails and prisons safer from assualt and rape is not only sound, it’s the hallmark of civilization. Civilized peoples don’t throw prisoners into pits with wild beasts.

On the other hand, such an extreme award to such a person is literally obscene. I wonder if the award was actually given so that people would be so outraged, they’d slam the door on the whole idea of prison safety reform. Baby and bathwater thing.

Such insidious calculation wouldn’t surprise me (as if much does anymore).
